Jazakallah for this mail.
Many people don't know that qurbani is compulsory not only upon those who are saahib e nisaab (Who
have to pay zakat), but also those who don't even have a single gram of gold, silver or cash or even goods
for sale, but if he or she has extra cloths, extra dishes or any house hold stuff which is more than their
needs, then they have to calculate the value of all extra stuff and if that reach to gold or silver on qurbani
days then they have to do qurbani.
This is not only about Qurbani but if the value of extra stuff they have reach to the expenses of Hajj, then
the Hajj also become necessary upon them, it doesn't matter if the whole year passes or not.

Qurbani is Wajib (obligatory) on every Muslim who: - is of sound mind - mature (has reached the age of puberty),
- is a Muqeem (i.e. he is not a Shari traveller)
- possesses the amount of 612,36 grams of silver or wealth equivalent to that value which is in excess of one's basic needs and debts on any of the three days of Qurbani. It is not necessary that this amount be in one's possession for a complete lunar year. (al-Fatawa al-Hindiyyah, Vol: 5, Pg: 292 & al-Mabsoot, by Sarakhsi, Vol: 12, Pg: 14)
